A compliance audit, or really any audit done for a specific domain or organization, will tend to point you to a list of courses. You can do a training audit for sales, for products, for policies. Still, in the end, the report mostly lists a bunch of courses, often with their completions, often with how long ago they were taken. But that’s not what you’re asking. What you need to know is whether the workforce can do what the business needs, and whether the learning organization has the data to demonstrate it. That’s a much harder question, and requires an increasingly different approach to answer.

Start With Your LMS Data, Not Your Content Library
The first impulse may be to open the LMS, check the modules, and then you’ll feel better about everything. But don’t do it.
Usage statistics paint a very different picture. Extract your completion metrics, the frequency of logins, and the “time-on-platform” of all those applications you purchased in the last year. In virtually every case, you’ll start to see a distinction between technology that’s being used and other applications, with the best of intentions, that were forgotten immediately after implementation. In the industry, this is known as “shelfware.” The application that has a 20% active user percentage is not a training tool; it’s a cost of training.
Measure user adoption at the department, not organization level. A 65% completion metric across the organization might be covering a situation where one department is at 90%, and two are in single digits. That’s where you’re exposed operationally.
Map Content to a Competency Framework – Not Job Titles
Once you know what’s being used, you need to know whether what’s being used is relevant. This means mapping your existing training content against a formal competency framework, a structured definition of the skills and behaviors each role actually requires.
Most organizations don’t have this. They have training libraries built over years through a mix of compliance requirements, vendor recommendations, and individual manager requests. The result is patchy coverage with no clear relationship to performance outcomes.
Building a competency framework doesn’t have to be a six-month project. Start with your highest-impact roles. For each one, define the five to eight competencies that matter most operationally. Then audit your content against those competencies and mark the gaps. What you’ll find are “blind spots”, skills your workforce needs that your current library doesn’t address at all.

Audit the Friction Your Learners Actually Experience
Your technology may have the capacity to do everything you want it to do, but your employees may still not be using it. How do you find out if the way your learning platform is accessed and used is a major irritation for them? Go ask them. Run a short survey, ten questions, anonymous, asking your people how they access training, whether it works on mobile, how long it takes to find what they need, and whether they’ve given up on a course because of the interface rather than the content. You’ll get honest answers, and they’ll point to specific problems.
Check Your Data Flows Before You Invest in Anything New
Training audits often overlook an essential step that proves to be very costly for organizations. Your learning management systems and training software are not standalone systems, they are meant to integrate with your HRIS, performance management system, and the tools your managers use to monitor development.
If those integrations are not working or were never established, your skill data is isolated. Managers cannot access training completion data. HR cannot link learning activity to performance evaluations. No one has an accurate overview of the actual competencies of your workforce.
You need to evaluate your existing integrations based on the capabilities of your systems. Check SCORM and xAPI compliance for your content to find out if your training records can be moved and if your data is structured enough for analysis. Many organizations realize that their older content does not meet the current standards, leading to reporting blind spots they were unaware of.
It’s also the right time to determine whether your current tools can handle your future plans. If upskilling and reskilling programs are in the pipeline or you are contemplating AI-driven personalization or microlearning formats, your current infrastructure might not be sufficient. More and more organizations are turning to skills intelligence platforms to gain real-time insights into workforce capabilities instead of relying solely on completion records.
What to do With What You Find
The results of such an audit should give you a view of the areas your training support isn’t helping with, the areas your provided content fails to teach in practice, and the areas you have insufficient data to make decisions about. Fixing any of those areas requires more than just new courses or opening up a new LXP. Fixes are expensive and you won’t be able to do everything at once. So you need to know what’s going to deliver the best business value first.
A training audit done this way isn’t an HR exercise. It’s a diagnostic tool that tells you whether your workforce development infrastructure is actually building the capabilities your business depends on.
